SARS requires all Farmers who are Diesel Refund Claimants re-register on a standalone e-Filing profile. Suppliers of diesel to Farmers must also become registered on e-Filing for Diesel Licensing.

SARS are decoupling the diesel refund process from your traditional VAT201 claims. To prepare for this transition, you will need to register all physical storage facilities (tanks) and assets (tractors and machinery) on your profile. This will include inserting their unique identification numbers and storage capacities.

Farmers must be “Linked” to their Suppliers in the “Relationship” segment of the profile.

Without a fully approved Diesel Refund Profile, Farmers face system rejections, verification holds, or disqualification.

Applicants will follow a rigorous digital registration process:

  1. e-Filing Application: Submit the new electronic application once the online settings are correct and aligned.
  2. Supporting Docs: The list of documents are fairly extensive, requiring the utmost attention to detail.
  3. Verification: Expect a “pre-registration verification” period of 7–21 working days. SARS may perform onsite inspections of storage facilities, tractors and machinery.

You can expect your new license in 2 to 6 weeks, depending on your risk rating.

SARS now requires suppliers selling diesel to farmers to register for a Diesel License as well. This is to enable SARS to close the loopholes.

  1. Compliance: Farmers who buy diesel from an unregistered sellers after implementation, face refund claim rejections.
  2. Supply Chain Oversight: Sellers will be required to have a Diesel Refund Client Number.

This helps SARS confirm that you have purchased your diesel from a legitimate, registered supplier.

The new system introduces a Diesel License Refund Relationship Management module. It is critical for SARS to ensure that businesses do not operate in a vacuum.

  1. Relationship Disclosure: Both parties must confirm the relationship on e-Filing. This eliminates ‘double-dipping’, preventing two parties from claiming the same liter of diesel.
  2. Contractors & Partnerships: Furthermore, you need to disclose all third-party relationships. For example, if contractors perform qualifying activities on your behalf, this connection must be clearly declared.
